Without inspecting the site, the front wheel of one only motorbike is past the white line, as though the back wheel is not against the kerb. You and ACC might be in the right, and the motorbike incorrectly parked. Or the ACC might have marked for an average motorbike and not a large one. There is/was another motorbike parking location in ACC where a gutter close to but not against the kerb encouraged bikers to park their motorbikes too far forward and into the marked bicycle lane.

Can you provide the detail again? And a photo?
Two things to consider:
1. Austroads, 1999, Guide to Traffic Engineering Practice: Part 14 – Bicycles, page 117.
Standard side entry pits and a moderate crossfall on the channel are preferred by cyclists. However, when it is necessary to use a grated pit the bars of the grate should be either at right angles or diagonal to the direction of travel. Grates with bars running parallel to the direction of travel are acceptable provided that they are configured in a manner that prevents:
– the entry of narrow bicycle tyres into the gaps; and
– any possible loss of control over the steering of a bicycle due to a tyre being partially 'wedged' or 'caught' by the bars.
2. A standard on grate gap (need to re-find again) and from memory 23mm.
