I can answer 2 of 4 questions. Prospect Road is an arterial road and as such is under the control of DTEI. NOT Prospect Council although one could gain this false impression. For example, Prospect Council (or its ratepayers) paid for a private contractor to draw up draft plans 1 & 2 which show removal of a section of bicycle lanes. In theory DTEI or the Minister for Transport can veto Prospect Council's plan for DTEI's road. But politics are involved. Cyclists need to lobby hard, not just Prospect Council and Prospect Road traders who want the bicycle lanes removed. Cyclists need to strongly put their point of view for safe cycling, sustainable transport and slowing of climate change.
