Its simple really...

He doesn't know how it got into his body, suspects poisoning.

Much like Contador could not explain the clenbuterol, and suspected food contamination.

The punishment should be equally applied - i.e. if the substance exists in the system, and no alternate explanation can be proven, then a punishment should apply.

Is it really such a surprise? Frank has already been found out paying thousands of euros to a doctor associated with doping, with no real excuse or investigation. A bit hard for one of the golden boys to be swept under the rug now when in the spotlight of the biggest bike race on earth.

Frank is the only one caught out so far... it's really quite amazing how some of the riders seem to have an almost limitless supply of energy to burn day after punishing day, while others are barely crawling over the line. Some are even able to dance a little jig as they finish. Hmmm...
