Doping is a criminal offence in France - not just an offence under UCI rules. If you're tested while racing under Cycling Australia of the Australian Veterans Cycling Council, you will be banned from racing, but its not a criminal offence.
Its worth noting that xipamide has a lower-category banned status - it's not exactly EPO. I have to say I was a bit gobsmacked to see a rider actually accept a bottle from Joe Public on the roadside on one of the mountain stages on the weekend - no rider in their right mind would drink a fluid when they have no idea what's in it...
