There are road rules for roads to try and make all users act in an orderly, predictable and safe manor.

Are there traffic rules for shared paths?

Certainly some path users seem unpredictable at best.

If there are no rules should there be?

Do wandering canines listen for bells?

I've encountered one, yes. Moved off the path and sat, waiting for the owner.

CYCLISTS

  • be aware of what is happening around you
  • keep your headphone volume low enough to hear the outside world
  • slow down for pedestrians
  • sound a loud and clear warning
  • watch the path ahead of you not what is directly in front your tyre.

PEDESTRIANS

  • be aware of what is happening around you
  • keep your headphone volume low enough to hear the outside world
  • DO NOT take up the entire path
  • if you are walking your dog, keep it under control
  • watch the path ahead of you not the tops of your shoes

What I am wondering is

"cyclists give way to pedestrians" is the only sign that seems to address shared path rules.

This seems to suggest that whatever happened if a cyclist and pedestrian collide it must be the cyclists fault.

However for cyclists to give way to pedestrians the pedestrians need to act in a predictable manor.

This would make the paths safer for everyone (including the pedestrians).

We have trail sharing rules posted at the trail-heads around here - who is supposed to yield to whom and telling the dog and horse people to clean up after their animals. No one pays much attention to the rules though, following a pattern of courtesy and good manners instead, working out passing as the situations present themselves. Lots of friendly hellos and smiles and steps out of the ways all 'round - good energy.  Now if the dog and horse types would only play along we'd be in great shape... : O
