I am currently in WA for a few weeks, and there is some talk about relaxing helmet laws by at least one council. Nothing definite yet, and not a lot of info available. This link indicates the feeling at Fremantle Council. While in Freo last week, I did notice quite a few recreational and commuting cyclists without helmets.

It is the police, not the council, who oversee this ARR.

Apparently, the state govt is actually considering this as a possibility.  

Without getting into the whole MHL debate, because we all know how that always end up. How can a local council over-ride state/national road rules?

If said council thinks cycling without a helmet is safe why then do they want make under 18s wear one.

Probably a case of a couple of politicians who need a bit more media exposure and this will always guarantee that.

I guess some things are, on average, safer for those over 18. Driving, for instance.

I suppose it would depend on to whom the relevant state government delegates enforcement of the rules and prosecution for breaches.
