Let's not be sexist about this! Some blokes have got long hair too! (And others have hair styles like those of a billiard ball.)
On the second style, that ends up looking if the hair hasn't been combed or brushed for a week, it's a lot simpler to just not brush or comb for a week.
If I did those dastardly deeds to my hair, I wouldn't have much left.

But seriously I would not advocate putting anything into your hair that could potentially stab you in accident. Also I can't see how having a top knot (bun) would be comfy anyway let alone not safe your helmet should be snug to your head.
The scarf one again not really safe now is it??
I can see the point being made trying to get people to ride and if it helps someone get on a bike a ride but there is nothing wrong with a simple low pony tail or nothing in your hair in the first place...

Helmet, yes. But where are the shoes? (Slide 26.)
Shoes not compulsory, but definitely a "must-have" item of PPE.
